Spring pin locks it open. The pin holds the bracket in the deployed position, so it does not drift back in while you are using it or when something bumps it.

Fold and lock closed. Swing it back and the same spring pin locks it shut for driving. No rattle, no swing, nothing hanging off the side of the rack.
